My practical take
Positions Management Assistant is about more than creating new positions. The ability to review existing positions and consider whether one can be reused is an important part of maintaining a consistent position structure. However, supporting that process is different from independently deciding whether a position should be created or reused. Those decisions still need to reflect the organisation's workforce structure and governance.
